According to the survey, the most difficult thing is to get information regarding the content and time of negotiations between Vietnamese government with each donor, funding programmes and priority given fields, process and procedures to access capital source, national support strategy and policy of each donor.

Less difficult issue is to access the group of information on development plans of provinces and relevant economic sectors, information on ODA usage and attraction orientation for each period, and legislative documents ruling on ODA.

According to the report of Concetti, 25 percent of 60 surveyed agencies (ministries and authority agencies of the government, agencies of National Assembly, provincial people's committees, social and political organisations, state groups and corporations) said they never received ODA news from Ministry of Planning and Investment.

In addition, 20 percent of surveyed agencies said they did not have clear and in depth information on the building up of details in the list of projects requiring ODA support. Up to 80 percent (41 agencies) said they usually face difficulties in the project appraising process because of the non-cooperative attitude.

Concetti proposed said that there is need to grant further authority to other management agencies in building up ODA project list, project appraisal, and supplementing to the documents relating to ODA projects.

These authority agencies need to carry out in depth researches on ODA supplies, new donation modes, less preferential loans of Asian Development Bank (ADB), World Bank (WB), Public-private partnership (PPP) to offer principles in attracting and using ODA capital.

According to statistics of Ministry of Planning and Investment, since re-connecting the community development relation with international donors in November 1993. Vietnam has received ODA for over 15 years. From 1993 to 2008, total committed ODA of donors at the Annual Consultative Meeting reached over $48.4 billion. In which, $22.12 billion was actualised in the period.
