Ministry of Construction has already issued official document to Ministry of Finance that approves for opening and operating casino services on Phu Quoc Island. According to the adjustment of general construction plan for Phu Quoc Island Dist, Kien Giang province up to 2030 that the prime minister had approved previously, Phu Quoc Island Dist will become a special administration and economic complex of the country. The island will become a large tourism, resort centre as well as a centre of banking and finance in the region.

In order to create favourable conditions for attracting investment projects, and to improve the local competitiveness capacity in the region and in the world, ministry of construction agreed with ministry of finance's opinions for building Phu Quoc Island as a large scale tourism and recreation complex with casino operation activities in line with the current state law.
